Office of Educator Effectiveness

 

The Office of Educator Effectiveness includes a number of programs that support all educators:

  • Arkansas Professional Pathway to Educator Licensure (APPEL), formerly known as Non-Traditional Licensure, provides an opportunity for candidates with a degre in a content area to change careers and enter the teaching profession.

  • The Administrator Induction Program and the Novice Teacher Induction Program both support beginning administrators  and novice teachers with finances for their mentors, training modules to enhance educator skills, and resources to expand knowledge and skills which utimately results in greater student achievment.

  • Highly Qualified Teacher (HQT) - Any teacher listed as the teacher-of-record for a course that requires HQT (see Course Code List) must be highly qualified in that subject area.  A Highly Qualified Teacher is one who has a degree, has an appropriate teaching license, and has demonstrated content knowledge in the subject area being taught.  

  • The Master Principal Program was established with Act 44 of the 2nd Extraordinary Session of 2003 to improve school performance by providing training programs and opportunities to expand the knowledge base and leadership skills of public school principals.  Principals completing the three-phase program and attaining designation as a Master Principal are awarded financial bonuses.

  • National Board Certification is available to Arkansas educators for advanced learning and skills which maximize student achievement and produce excellent mentors for other educators.

  • The Arkansas Principal Evaluation System perfects teaching and learning by expanding the knowledge and skills of educational leaders.  It provides a cohesive process that includes clear expectations to guide principal preparation, induction, and continued professional development.

  • Recruitment and Retention works with all programs to find the best educators and best educator candidates for Arkansas. Educator Assessment reveals areas for targeted professional development that will empower educators to better serve children in the State of Arkansas.

  • To prepare students to compete in a global economy, the Teach Chinese in Arkansas program brings quality teachers from the People's Republic of China to Arkansas public schools to teach Mandarin Chinese language and Chinese culture.  Through collaboration with Hanban and the University of Central Arkansas Confucius Institute, these Chinese teachers make a two-year commitment to teach in Arkansas.  Each teacher is fully licensed through Arkansas's Professional Pathway to Educator Licensure (APPEL), a non-traditional licensure program of the Arkansas Department of Education.

  • The Arkansas Teacher Excellence and Support System (AR-TESS) is the statewide teacher evaluation program.  Using the Framework for Teaching by Charlotte Danielson, all current administrators and teachers are being trained and implementing an evidence-centered documentation process for the professional growth and instructional development of classroom educators in Arkansas Public Schools.  A focused approach, TESS is based on proven instructional practice and will lead to an experience of personal accomplishment and academic growth for students in classrooms across the state.

  • Teaching in Taiwan - The ADE and the Ministry of Education in the Republic of China (Taiwan) offer Arkansas teachers the opportunity to study and teach in Taiwanese schools. Licensed elementary and middle school teachers are invited to apply to teach English to students in Taiwan for one academic year.  The Taiwanese government will provide travel expenses, housing stipends, and wages.
