HR, Educator Effectiveness and Licensure
The Human Resources, Educator Effectiveness and Licensure Division consists of four units:
Employee Induction provides new employee orientation, verification of experience, employee identification, and employee performance evaluations. The Office of Human Resources provides the public with employment opportunities, vacancy announcements, and employment testing. It also maintains the employee handbook, freedom of information requests, workman's compensation claims. The Time and Leave Unit maintains various types of employee leave and payroll information.
The Office of Educator Effectiveness includes the following programs; Educator Induction/Mentoring, Beginning Administrator Program, Master Principal Program, National Board of Professional Teaching Standards, the Arkansas Professional Pathway to Educator Licensure (APPEL) Program, and Recruitment and Retention.
The Office of Educator Licensure is responsible for the licensure of all Arkansas educators. The unit processes applications and provides technical assistance to educators who are seeking an Arkansas Educator License through one of the approved avenues of preparation. The Office of Educator Licensure also includes the following programs: Educator Preparation, Highly Qualified Teachers, Teach Chinese in Arkansas, and the Teaching in Taiwan Program. The Professional Licensure Standards Board recommends college requirements for licensed teachers to the State Board of Education and reviews the audits of teacher education programs to assure alignment with State Board licensing requirements. The PLSB also investigates ethics complaints against teachers.
